how to keep it from growing back after cut down.

Cut it to the ground. It might take some time before it eventually dies. Young shoots will be coming back but cut them again. I did it with two grooves of bamboo growing in our yard. Today, after a year, the stumps are beginning to dry up.

Hi,
Bamboo will send roots beneath the ground in many directions, it is very hard to eliminate once it has established it's rooting system over a few years.

Get a cute little pet panda. haha j/k You have to dig up the roots.
