Default Lawn mower will not run?

I have a 20 inch Rally push mower with a 3.5 HP Briggs & Stratton engine. I havent been able to get the lawnmower to stay cranked for more than 3 seconds without it shutting off. I have changed the spark plug, changed the oil, removed the gas tank and emptied it and put fresh gas in. I have also cleaned the air filter. I have also made sure it was not clogged anywhere. I can prime the engine, pull the cord and it will crank and run for 3 seconds and shut off. Any suggestions?
