that has water in it. What is it? The water [Only registered and activated users can see links. ] never changes even when adding to it and there appears to be some steps going down the side however i cannot see the bottom.
What is it and is it normal?
    Thanks in advance

DO NOT CLIMB DOWN AND CHECK IT OUT!

Storm sewers are confined spaces which can contain an atmosphere which can be fatal. Hundreds of people die every year by doing foolish things like climbing down and checking it out, only to pass out because of methane or lack of oxygen and drown in the water below.

Call the city or town and they can tell you what it is.

who has a sewer tank with steps into it?

It's an access point for a storm water runoff system. Climb down and check it out if you don't believe me. Take two flashlights with you.

Sounds like a cistern, used for collecting rain water.
