Is it too cold in Dallas zone 8a?

Can I start them indoor? Do I run the risk that they will grow too fast and when they should be outside it will still be too cold and they will become leggy?

They sell the seeds at the Home Depot and I think that since they sell them now then people can also seed them right now in January.
