I live in Fresno & want to sow winter rye. Should I seed first, fertilize first

or do it together? What I want to know:

Fertilize
Sow seed winter rye

What order and time in between

Put down a starter fertilizer and then seed. It will say on the bag starter fertilizer or somewhere on the front of the bag it will say something like "ideal for seeding".

What gardeners usually do is cut the existing lawn really short, then put out seed, then top with fine mulch(Please don't use steer manure-it has too much salt). I wouldn't fertilize until the new grass has been mowed a few times.
